Standards for Nursing Education

 

Introduction

 

Standard One
The institution that provides nursing education shall be responsible for policies and practices that meet the Singapore Nursing Board (SNB) Standards for Nursing Education.

 

Standard Two
The course has a structured curriculum, which demonstrates and supports the development and preparation of learners to achieve the expected outcomes of the course.

 

Standard Three
The assessment and evaluation of students are based on expected learning outcomes and nursing practices.

 

Standard Four
The institution has teaching staff who are qualified to accomplish its educational objectives.

 

Standard Five
The institution demonstrates mechanisms to ensure that facilities and resources are adequate and appropriate to achieve course objectives.

 

Criteria for accreditation of nursing courses

 

 Introduction

 

The Singapore Nursing Board's Standards for Nursing Education set out the expectations of the nursing profession with regard to the educational preparation of nurses required for registration and enrolment, and for the maintenance of post-registration professional competency.

Today's healthcare environment continually requires nurses to assimilate and generate new knowledge in order to be theoretically sound, clinically safe and competent practitioners. The Standards form the basis for the measurement of the quality of the educational programme and of the capability of the institution as a provider of nursing courses.The criteria for accreditation serves as the framework for the evaluation of these nursing courses.

The Standards for Nursing Education were formulated in 1995. These Standards were reviewed and amended to reflect current changes in nursing education and practice.

 Standard One

 

The institution that provides nursing education shall be responsible for policies and practices that meet the Singapore Nursing Board (SNB) Standards for Nursing Education.

Criteria

1.1

The institution seeking accreditation of courses shall apply to the SNB for approval as a recognised education provider for the specified nursing course(s).

 

 

1.2

The institution's mission, philosophy and purpose contain statements that support professional development of the learners.

 

 

1.3

The organisation chart delineates authority, responsibility, accountability and communication at all levels in the institution.

 

 

1.4

Authority for direction of the program is delegated to a registered nurse qualified to serve as Head/Coordinator.

 

 

1.5

The Head/Coordinator shall be responsible for maintaining standards and regulatory requirements in all areas of the course.

 

 

1.6

There is evidence that current written policies and procedures guide the administration and management of the course.

 

 

1.7

A record of the learner's education and training is maintained for verification of training. It shall include :

  • admission criteria,
  • transcript of the individual's achievement in the course, and
  • transcript of credit hours in the classroom, laboratory and clinical instruction.

1.8

The institution shall select learners with the appropriate educational qualifications required for the course.

 

 

1.9

The institution shall ensure that learners are certified medically fit to pursue the course.

 

 

1.10

The institution shall submit a new course curriculum for approval by the SNB, six months before implementation of the course.

Note : An institution refers to a local University, Polytechnic, Institute of Technical Education , School of Nursing , Hospital or Medical Centre responsible for Nursing Education.

 

 Standard Two

 

The course has a structured curriculum, which demonstrates and supports the development and preparation of learners to achieve the expected outcomes of the course.

Criteria

2.1

The curriculum is written in consultation with nurse teachers and nurses in practice.

 

 

2.2

The curriculum :

  • focuses on the nursing response to healthcare needs of the community and to current healthcare policies,
  • demonstrates evidence that nursing is the primary focus of the course,
  • has a conceptual framework,
  • demonstrates evidence of integration of theory with practice, and
  • demonstrates how the expected outcomes are met.

2.3

There is evidence of :

  • implementation plan for the course,
  • sequence for learning experience,
  • learning outcomes for acquisition of knowledge, skills and attitudes,
  • clinical practice placements to facilitate interaction between learners and clients, and
  • methods of assessment based on expected outcomes specific to the course.

2.4

There is sufficient and appropriate clinical experience for learners as stipulated by the SNB Criteria for Accreditation of Nursing Courses.

 

 

2.5

There is evidence of a representative group in the institution to review / revise the course at least once in three years or as required. The revised curriculum shall be submitted to the SNB.

 

 

2.6

The teacher-learner ratio should not exceed 1:15 .

 

 Standard Three

 

The assessment and evaluation of students are based on expected learning outcomes and nursing practices.

Criteria

3.1

A range of assessment methods and evaluation are used to determine the required standards of achievement.

 

 

3.2

There is evidence of formative and summative assessment.

 

 

3.3

Assessors shall have formal preparation / experience in assessment and evaluation.

 

 

3.4

Evaluation outcomes are used for development, improvement and planning future learning opportunities for learners.

 

 

 

 Standard Four

 

The institution has teaching staff who are qualified to accomplish its educational objectives.

Criteria

4.1

Teaching staff shall possess appropriate academic and professional qualifications and experience in advance of the qualification offered by the course.

 

 

4.2

Nurse teachers shall have qualifications with a significant component in nursing.

 

 

4.3

Nurse teachers show evidence of current licence to practice.

 

 

4.4

Nurse teachers show evidence of completion of a course/module in teaching and learning.

 

 

4.5

Nurse teachers shall have at least the equivalent of 3 years full-time post-registration clinical practice and relevant experience in the area they teach.

 

 

4.6

Teaching staff from other disciplines shall possess appropriate academic and professional qualifications and experience for the subject they teach.

 

 Standard Five

 

The institution demonstrates mechanisms to ensure that facilities and resources are adequate and appropriate to achieve course objectives.

Criteria

5.1

The institution has evidence stating the allocation of resources to support the development and implementation of the course.

 

 

5.2

There are relevant and adequate resources on site, for example, library facilities, computer services, administrative services, laboratories and physical facilities, for the implementation of the course.

 

 

5.3

There is evidence of adequate, comprehensive and current teaching and learning resources.

 

 

5.4

The institution provides a conducive physical learning environment.

Tertiary Academic Institution, minimum Polytechnic status

i) Degree/Post-Graduate Degree in Nursing

ii) Relevant teaching course

iii) Nursing specialty qualification

Post-Registration Degree Conversion Programme

1 academic year (Full-time) or 2 years (Part-time)

Minimum hours - 450 hours Minimum 20% of curriculum for clinical application. Theory shall be sufficient to meet the objectives of the curriculum,

Tertiary Academic Institution, minimum local University status

i) Degree/Post Graduate Degree in Nursing

ii) Relevant teaching course

Master in Nursing (Clinical Specialist)

1 academic year (Full-time) or 2 years (Part-time)

Minimum theory and supervised dissertation/thesis shall be 350 hours and 100 hours respectively. Nurses are required to be employed full-time and practising in the *relevant discipline for the duration of the course.

Local University

i) Master/PHD in Nursing (Clinical Specialist)

ii) Relevant teaching experience

National Certificate in Nursing

2 years (Full-time)

Minimum 60% of curriculum for *clinical experience. Theory shall be sufficient to meet the objectives of the curriculum.

Institute of Technical Education or equivalent

i) Diploma/ Degree/ Post Graduate in Nursing

ii) Relevant teaching course

Short Nursing Courses

3 - 6 months

Minimum theory shall be 120 hours. Nurses are required to practise in the *relevant discipline for the duration of the course.

Hospital/Institution

i) Certificate/ Diploma/ Degree In Nursing

ii) Relevant teaching course

iii) Nursing specialty qualification

Advanced Skills Programme for Registered Nurses

Minimum 100 hours

Minimum theory and practice shall be 100 hours.
Nurses are required to practise in the employing hospital/institution.
